ScriptHook hasn't been updated yet (As the error shows). Gotta either run without it and without the mods that require it, wait it out until an update comes, or downgrade your GTA to a version that's supported.

You need to also put scripthookvdotnet2.dll on your GTA main directory as addition to the .asi file.
So both .dll & .asi should be present there.
 
You should make sure that ScriptHookV.dll is present and supports current GTA version.
The latest supported GTAV version by ScriptHookV is 1180.
If you're running the latest patch 1290, it won't work. Just wait until the author release the update.

If you are running GTA V v 1180, the newest RAGE update will not work. If you are running the newest update of GTA V v1290, use the newest RAGE.

Try following along and doing the steps as it is done in the video. As I said, installing is just a literal drag and drop of the files into the main GTA V directory, it's honestly pretty simple.
 
Download LSPDFR.  When the zip archive opens, open your main GTA V folder.  Now copy the contents of the zip archive for LSPDFR and drop it to the main GTA V directory.
 
Next, head to the Rage website and download RPH 0.58 - http://ragepluginhook.net/Downloads.aspx
 
Again, when the archive opens, drag and drop all files to the main GTA V directory.

I know you're trying to help, but please avoid giving bad advice. ScripthookV is not required for LSPDFR at all.
How did you install GTA? Is this a Rockstar Warehouse or Steam copy?

Christ, hell of a bug. When you were uninstalling the mod you may have deleted a essential file for GTA V. I don't quite know what you would've deleted, but whatever it was made your system go . I would suggest a complete re installation of GTA and use the mods folder next time so this doesn't happen again. You could create a folder on your desktop and drag and drop some of the non messed up mods and dump them in there so you don't have to go back and re install everything. 

the game,if it didn't update for you have to go in and update it yourself.I hope you are using it through steam because I don't know how to help if you aren't.First go to your GTA V in steam,right click on it and go to properties,then from there go to local files and verify your game cache.it should update everything you need

What exactly are you having problems with? As long as you have a legal copy of the game and can follow very basic instructions it shouldn't be too hard to figure out. If you haven't yet, there are multiple youtube tutorials you can watch,

The crash is in agency callouts. @Darkmyre it looks like you're forgetting to check ped.IsValid() before trying to get what vehicle it's in.

No not a fully made one yet.GTAIV's light system was a piece of poop,so ELS was needed,but GTAV's light system is not to shabby.I also don't think that GTAIV ELS had controller support.
