I would recommend watching this tutorial which uses the mods folder so it won't overwrite the cars on installing mods. Also, please make sure you have the OpenIV.asi and the ASI loader installed, which can be installed by opening OpenIV, going to tools and clicking install on them.
Regarding the vehicles not spawning, they may be installed incorrectly. Try the video's way and see if that makes a difference :)

It was just announced at E3 that GTA V is coming to PS4. Perhaps PC is soon to come?
 
Apparently it's announced for Xbox One and PC as well.

My opinion is that they're amazing people.
 
they wake up, put on their uniform and leave for work.. knowing that at any time they could get killed. They do a job that hardly anybody could do, they risk their lives to save a strangers life.. and because of that i thank them for their honor and service to the city.
 
But.. the corrupted police officers can go burn in hell because they don't deserve a badge.
 
i don't care what happens, in the next couple years i'll be joining the police force.. whether or not i make it is a different matter.. but whatever the outcome is every good police officer will be a brother or sister in blue to me:)

I decided to make a tutorial on how to install LCPD:FR 1.0.
 
Automatic Install
 
Firstly, download LCPD:FR from the download page:

Then extract the installer somewhere easy to access:

Now, run Installer as admin and follow on-screen instructions:

Now, run the game as administrator and press ALT + P to go on-duty ingame.
 
Manual Install
 
Download the manual install from the LCPDFR website:

Then extract the files to a folder easy to access:

Then copy the files to your GTA IV/EFLC root folder:

Now, run the game as administrator and press ALT + P to go on-duty ingame.

Ok, at least it appears to be the right version now. I'm not sure why it fails to resolve the dlls though, try adding these Dlls into your root folder: >
 
If it still fails, please post a screen of your game directory and tell me your OS.

LCPDFR.log, ScriptHookDotNet.log and latest .DWI file again then. "Dosn't work still" doesn't help me in any way :P
