Also, the only version of SparkIV I know to have EFLC support is version 0.6.9: http://gtaivtools.googlecode.com/files/SparkIV%200.6.9.zip I do notice you did call it a DLC, did you purchase the content through Game for Windows LIVE Marketplace? Because if you did, you can not mod the episodes in DLC mode. GWFL Marketplace will mark the content as "Not Downloaded" if you mod a single file. But if you have TBoGT through EFLC (Episodes from Liberty City), then you are fine, these files are modable.

Deleting Operating System?
After trying this: You can try it this way. I asume you have the other operating system on a different partition on the hard drive. Go to start, right click on Computer and pick manage. Once the Computer Management window comes up, click on Disk Management on the left. You will be able to see the partitions on the top, right click on them to see what you can do. From here you will be able to delete, create, shrink, or extend partitions.

Playing GTA4 Online or Offline?
It depends. Multiplayer can have many different plays instead of single player becuase of the stupid people you can meet. If you are asking if LCPDFR is more stable online? That is a huge no. It's even more unstable than it already is.
