If your PC can handle it, try to use this mod: RIL.Budgeted - http://gtaforums.com/topic/744584-reliv-rilbudgeted-population-budget-adjustertaxi-bug-fix/ What this mod does is it prevents taxi bug from occurring, rather than forcibly spawn in other cars like most taxi bug fixes. It's a little confusing to set up but once you've done it your taxi bug should be solved. I did notice that it can cause a bit of lag on slower PCs (like my old one). Setup instructions can be found in a reply if you scroll down a little. If it lags too much, doesn't work or is just too confusing to set up for whatever reason, there are a couple of other mods similar to Traffic Flow: Traffic Control System - http://gtapolicemods.com/downloads.php?do=file&id=1409 - Forcibly spawns random vehicles to drive on game paths, sometimes you will see vehicles driving in parks and other places as a side effect though. TrafficLoad - http://www.gta4-mods.com/script/trafficload-f9780 - Similar to TrafficFlow
