Not if it's R* San Diego developed, it's been said several times they don't release stuff for the PC since MC2 (which was a good game by the way). As much as I want MC3/MCLA to come to PC, it'd need a sea change for that to happen and I just can't see it happening. IV was ported by......R* Canada, either Toronto or Vancouver....so it was in house. Doesn't excuse the fact that it was an awful port however

Don't forget the MP special characters in the collector's edition though.. However, CJ's voice actor's confirmed he isn't involved with V on Twitter

Depends where you are though as to how cops are allowed to/meant to act. I know where I live and from talking to the one in my village, his force are told specificially they are not allowed to raise their voices or get into verbal arguments with people over things, or use force. Though....given I live out in the country with farmers and sheep....what are they going to fight with...rowdy sheep? If a cop where I live told me 'Shut the hell up' to somebody, they may well get written up for verbal abuse if a complaint was made (Yes, English policing is strange...and paperwork heavy), or if a superior cop hears it they may write them up themselves. It's stupid but that's how it is in my country. I don't agree with it but rules are rules and hard to change...sadly.

Either way I don't want it fixed. It's fun! And hilarious too!

But if it's out on the internet, it'll get seen. You can't stop that at all. All it takes is one lawyer type to screw it over Be it Youtube, FB, Flickr, or wherever...it'll get seen. For instance, Putt Putt are bending the rules. They are trying to claim that the user-created content (on Youtube) is in Minecraft by default. But it's modded in, and that's grounds for a lawsuit It isn't. But it's been seen and they are going after Notch & Co for what they think is using their stuff
-
I hope that it won't put modding (ALL modding, not just skinning) in the line of fire though. Also.....now Putt Putt, yep, the minigolf folks, are suing Mojang over user created content. Read that again, Putt Putt are suing Mojang....over minigolf courses the users have made, in Minecraft. R* knowingly left Hot Coffee in though, and thought at the time nobody would crack it going by the emails from the company legal to the suits. The real reason for the PR disaster was two fold: First off: OMG HOLY WTF SEX IN GAMES!!! Yes, that mindset. Sex is okay in films, books but not TV or games. Double standards. Second: They didn't disclose the code to the ratings board. That got the game rerated and pulled from stores and contributed to the PR nightmare. Second-and-a-half: The ratigs boards set strict guidelines over what content gets what rating, which is what R* wanted to push but messed up on Eurogaer article here about it: http://www.eurogamer.net/articles/2012-11-30-who-spilled-hot-coffee It takes time to go through and totally wipe something fully out in a pile of code as big as GTA. Say in V they had to get rid of a character (the voice actor died or got accused of some sick crime), it's not just a case of wiping that character, they'd have to change everything that character's linked to. Text, cut scenes, missions, it's a ton of work and not impossible that things get overlooked and forgotten about, or assumed to be taken care of by other people.

FWIW I don't respect those who hurt animals. That in my book is as bad as being corrupt. Okay. I am biased, since I work with animals and am a jockey but....if they are going to hurt and be dicks around animals, they are going to get my hatred. It's the same as screwing around with or hurting people though. Completely and utterly wrong. EDIT: My (late) uncle was a cop for 20+ years before his forced retirement (on medical grounds), and listening to the stories about him makes me both proud he was a cop and sad that he had to go through some of the stuff he did. He's one of the few cops I actually truly admire, the rest? Meh. Earn my trust. And for the love of the Gods don't they dare hurt animals or people if I'm around.

I dislike my local ones at work. My village? Fine since everyone knows everyone else and we all help each other out (incuding the local cop), but at work? Different story and it depends which cops show up. There's some we know to make it hard on them. The way we see it is they've been nasty to us and hurt the horses, so they have it coming. And this is in the north of England too. First time they got called was because of a kid throwing punches. Fair enough they got called, the (admittedly special ed) kid was out of control, but the cops came up in a 4x4 and had him against a wall and one was holding his hair while the other two.... Well one of them cuffed him, the horse the kid was on bolted dragging my colleague along and the other cop was yelling at her to stand still. That's hard with a full grown horse taking off. Net result, cop went behind the horse and got two legs to the face. Cop threatened to sue my work and started kicking and punching the horse. That eventually wound up with that dumb cop going to hospital with a broken nose. Lucky cop, could have been so much worse. Second time, different cops. Got called due to a mother bringing her kids in while blind drunk on a weekend and they showed up and were kind and professional and discreet, they walked the mother outside and gave her time to sober up, and went and explained to the fourteen year old kid what was going on. The kid just wanted to ride horses really, but the second lot of cops were far, far better than the first.

Rights holders ultimately control what happens to the modding scene in the end. The modding scene can create stuff but all it takes is one overzealous rights holder to wreck it all. Though admittedly most of those are Hollywood only...for now until they make the leap to gaming. For instance yesterday Swedish police seized a site that generates fan made subtitles for movies and TV shows (or, modding if you want to look at it that way), claiming copyright infringement. They have a point there, however the official translations are awful. And don't get me going on dubs. Now it isn't too big of a leap to say that a new Iron Man movie comes out, and there's a mod that uses sounds or images from that movie in....say....a IV or V mod, the rights holders are able to leap on that mod and then go and look at the site in case it has more of their property on it.. Suppose the site is GTA4mods, and the rights holders see all the real cars, they can go and get hold of GTA4M's country's police and get the servers seized based on copyright infringement. DMCA wasn't even used at all btw. Just a straight raid and seize. Here is what I'm referring to with the above few paragraphs: http://torrentfreak.com/fan-created-subtitle-site-raided-by-swedish-police-130710/ It's VERY scary stuff and has implications beyond Hollywood. Since if they can shut down 100% fan created works, what is next? Getting rid of review sites? Oh wait. They pretty much already do that with iffy looking reviews... Getting rid of gaming sites for having mods with images from games? NBC/Universal deleted ALL the BSG mods from ModDB a few years ago when they were launching their utterly crap official game. Spend five minutes going through the DMCA takedown notices. I did earlier and I noticed there was one about Cops and requesting removing URLs, it included: BBC, Yahoo, Another fan site for a different game, several police agency websites. All because they had the word 'Cops' somewhere on their pages. By the way I am not endorsing piracy one bit. I am saying there needs to be restraint with the rights holders. Not that there will be. I fully expect game mod sites to be in the line of fire in the near future for 'copyright infringement', and now there's modding on consoles it'll be a bigger target since the suits think PC = piracy. As for the whole 'has modding made it to the media?' question.... Yes, a newspaper in Colorado ran a story on the police there issuing cease/desist notices to modders here. That generated a few threads (now closed) here and made it to the wider media. Also. Hot Coffee. There was a series of articles on that and how R* treated it. Just my $0.02

Give your partner orders, Equipment in trunk, less agressive officers

I'm pretty sure that having the AI drive to a waypoint's in at least one mod. The catch is it's a player-placed waypoint, not a mission waypoint (at least that's how the old KITT mod worked, it auto drove to a waypoint you placed....which was actually very, very cool) Thinking more about it, would it be possible to borrow the taxi system idea too? -
Vista PC? That's your problem. Though, it could be worse, you could be running Windows ME so there is that. Though for the OP, back everything up, pick one OS, reinstall

Police Tactics - Real Sim
celticfang replied to
officerxanbr's topic in Computers, Technology & GamingOne thing I didn't see in the alpha is...and I'm sure it's being worked on.... Is the ability to pull people over and ticket them or do whatever else. i don't mind the bodies or arrested perps disappearing, I can look past that, I'm wondering how the pull over system will work. My worry is it'll become repetitive really when you're on patrol doing the same thing (which LCPDFR falls victim to) and off duty. Though a real patrol can get repetitive too so there is that...but hey I believe you can pull it off and I'm keen to play the alpha -
Police Tactics - Real Sim
celticfang replied to
officerxanbr's topic in Computers, Technology & GamingBecause it is DLC. Addon modes, addon cars or skins or weapons? DLC If you want to go down that route, Starcraft 2: Heart of the Swarm is DLC, GTA IV's Episodes? DLC. Like it not they are DLC, just renamed. Even mods can get called DLC. EDIT: The reason I said DLC is because DLC is the norm now, consumers accept it. Ten or twenty or thirty years ago, you had expansion packs, you had actual boxed addon packs in a store, whereas now it's tiny things. It's the same though, just another name. That's the point I'm making. The ETS2 demo is a pretty good demo as well, with the map open and a 5,000km or 6 city limit then it ends. (which really isn't that much if you just do missions) -

celticfang replied to
officerxanbr's topic in Computers, Technology & GamingSounds a LOT like DLC really, the versions thing that is. IF you guys wanted to go a demo route, why not the ETS2 route (Euro Truck Sim 2). The demo is pretty much the full map...but it ends after....I think it's 6 cities found or a certain number of KMs driven. It works pretty well. ETS2's hud is working well and i like the version ideas as DLC or mods that can 'slot' into the main game itself. -

Police Tactics - Real Sim
celticfang replied to
officerxanbr's topic in Computers, Technology & GamingAdding to what you said up there... In NFSMW (the original NFS Most Wanted), there'd be filler text about civilians calling the police. One of the outcomes was the caller hanging up before giving an ID. Could that be implemented if the civilian doesn't want to rat out/didn'tget a good loook at the thief? How will arresting work, is it like LCPDFR where you walk into a marker and it's all taken care of automatically? Also for points, are you able to hide the XP display? The newest Call of Juarez had that, by default it displays XP gain numbers but those can be turned off as they can get VERY annoying. By that, I mean the messages saying you got points/XP, like 'Arrest +50' and so on -

celticfang replied to
officerxanbr's topic in Computers, Technology & Gaming^ Except better, I played the beta of APB, and played APB:R and both were....well, lacking. Whereas PSRT seems to be better just going by the feature list. -

Unofficial LCPDFR Skin Contest
celticfang replied to celticfang's topic in GTA IV Discussion & Media
Thank you, you entering? I've already put a certain amount of cash aside for prizes (think stuff like Steam games) and yes I'll ask permission before doing a skin pack, else I'll see if the five skins can be uploaded on the site. -
First off, if this isn't in the right place, feel free to move it. Secondly, is it possibel to bundle skins with LCPDFR and auto install them? No worries if not. Okay, So after the past few days and the takedowns, I went back to the WMD forums and asked if I could use Jan's contest idea. He said go for it. So here we go! RULES: 1. You may create a skin for any vanilla IV police vehicle, or CVPI, Tahoe or Charger. 2. For legal reasons, real life logos and names are not allowed, any submissions with real logos or names will be ignored in the final voting. 3. The deadline for submitting entries is August 21, 2013. Voting will open on August 22nd, 2013, and run for 30 days until Sept 22nd, 2013. The top FIVE results will be with permission uploaded for download on LCPDFR.com. In case of low entries, every result will, with permission, be included in a mod pack and uploaded to LCPDFR.com. 4. You may only upload the texture and TWO screenshots of the car in action. You are allowed to edit your entry, however you must use the original post with the submission in it.

Colorado skins are coming down.
celticfang replied to MTen's topic in General & Miscellaneous Discussion
The city wins in this case though. They have a ton of power and control the PD. Sucks, but c'est la vie If it was something like Police Simulator (admittedly a bad game, but it's an expy of Germany's police forces), they'd have no issue with it. But because it is GTA (and Youtube), it's bad PR. I've a feeling this is going to lead to more police agencies locking out logos and skins for use. Which is totally their decision, after all it's their content at the end of the day and using it is just asking for trouble. It isn't just GTA though. Over on Avsim, I've had a request from a police force (over here) not to paint an aircraft and release it. So it isn't just GTA, In LFS, there's been a takedown of an LAPD skin (albeit by the original painter and not the LAPD) because he wasn't happy with it. In NR2003, there's been a whole car set taken down over one logo on one skin (though that logo was blanked out and the set reuploaded) MODERATOR NOTICE Statements of self promotion of other topics/off topic have been removed. Please do not go off topic. - Staff. EDIT: OP, from what I know of Denver, they do not mess around with sneaky projects either. I asked a cop there forhelp with a story I was writing and got told the following: (and bear in mind I was friends with the cop, but this came from the city) A. Remove any reference to the Denver PD, as the city wasn't happy with a cop being shot in the story. B. How to write an arrest. Okay i'll admit on this one I did skip a few things. C. That I had to change the name of the precinct (which goes back to point 1) D. Send in a copy for proof reading (which went okay actually) And that's from declaring what I was doing and asking for help. -
I normally dislike journalists....but that Sentinel article restored (bits of) my faith in humanity Still a LONG way to go but eh, a start's a start EDIT: Oh and about the Ford thing? I have seen discussions about licensing for a race sim that Ford have licensed a handful of cars for. It basically boils down to this: You gave us a list of cars Here's the cars you can use based off of that list Get to getting them in game and we don't care about works skins as they come with the license. Additionally, Ford have bigger fish to fry. Do you really think they'll go after one Youtuber versus a Chinese firm making an identical Explorer or Escape knockoff? In that case I know which I'd go for, the Youtuber is small time, the car firm is a bigger threat. There's a simple way to test. Upload a video of a modded Ford in a game, wait for a takedown
