  1. [update as of 12:54 PM EST] Got the color's and the emblem on the hat done. Anyone know how to fix the badge so the old one doesn't appear under the texture?

  4. Ok so I've been working on this skin for about 2-3 hours now. I switched the strooper pants over to the cop model. Using vanilla police model. I haven't touched the rain jacket or the other shirt yet, just long sleeve. I need help finding out where to put State Police emblem on campaign hat. Anyone know where to put the emblem on the texure so it's on the front?

I might even give it a shot myself. Would be my first time. The Westerly in the downloads section doesn't fit this model right :/

  13. True... I know there's non-els vehicles with different lightbars. I downloaded a pack from hear called Police and taxi pack which has ford/chevy models which look good.
  14. Yeah if you wanna do a westerly police texture for the cops that would be cool. There's a a great westerly texture for a CVPI that I really liked, but I'm currently using vanilla vehicles. I love ELS and all, I just hate having an indestructible vehicle while lights are on. It would be nice if someone could do a westerly pd skin pack for the vanilla cars and or els vehicles, and police peds!
  15. Hello here I will explain how to edit ped voices in Grand Theft Auto IV. First, you will need flitskikker's IV Audio Toolbox which can be downloaded @ http://gtaforums.com/topic/536856-ivrelalpha-iv-audio-toolbox/ Install it, and then also download the source and extract it to where you installed IV Audio ToolBox. Also, you will need a recording program. I recommend Audacity which is free and can be downloaded @ http://audacity.sourceforge.net/download/ Use OpenIV (if you don't have it, http://openiv.com/WebIV/guest.php?get=1 ) to open Speech.rpf and then look for the ped you'd like to edit and extract it to where ever you want. I usually make a new folder on desktop for quick access. Ex: Uploaded with ImageShack.us Run IVAudioToolBox.exe and open the IVAUD file that you want to edit. When you open a file, it will ask for File Type, Single Channel or Single Channel Compressed. Go with the one that the program guessed. Ex: In IV Audio ToolBox, you will see this: Size and Offset don't really matter. What matters is Sample Rate, Duration, and Channel. The recording's or files you have, have got to be single channel (mono). Sample Rate has to be exact or could crash your game. Also, the duration must be either smaller or about the same. If you're a couple seconds longer, for example, a file you want to replace is 0:03 and the new file you have is 0:05, you should be good. Just don't do it a lot because you're game will crash. I experienced this when I edited the m_zombie bank and had a few sound files over 5 seconds and within 15 seconds the game crashed back to desktop. Select the audio you want to replace and then press the replace button: Choose the audio file where ever you placed it and either press Open or double-click and the next menu that pop's up should look like this or similar: Now hit replace and it should do the trick. Do this to as many as files you want and then Save over the original. Go back to OpenIV, go to Resident, and replace the old IVAUD with your new edited one and then press rebuild. If you're using Audacity this is just a little more info on how to Resample, change the audio to single channel and how to get the megaphone voice effect. Correcting the Sample Rate: Changing to Single Channel: Select 'Split Stereo to Mono' Megaphone effect: At the top of the menu bar where it says Effect, go down to Equalization... and then adjust the the sliders like this: Press OK and you're done. You can also adjust these sliders to your own liking. Now it's time to export! Go to File > Export... Then name your file whatever you want and then choose Save as Type: Press save and ignore the next menu that comes up and just press OK. And that's it you're done.   17. Yup! I'm testing out some SWAT speech right now. Just replaced them with sounds from black ops 2... i'll let you know how it goes. Edit: Well it works! Played for a good 10-15 minutes and no crashes. Just sucks trying to find a bunch of different sound files. Black Ops 2 is a mess. All the voices are mixed together :/ Edit 2:
  18. Yeah, I edited the m_zombie bank and replaced all the sounds with Resident Evil 2 zombie sounds and then did COD: Black Ops zombie sounds as well. :D
  19. Rather than trying to find someone to convert models, I'd like to do my own. I am able to convert weapons but would like to do characters. I can align everything fine and rescale to the default gta model, detach all parts, but the next steps is where I get lost. Could someone just record themselves rigging a ped? Or write a tutorial with some pics? I've seen a couple tutorials from gtagaming but they are poorly written and don't show exactly everything. If not, then will someone take my request? I'd like to have this model converted to Swat with the four different head options as well. I've been trying to do this myself for 3 days and the furthest I can get is attaching the parts to default gta model and then I'm lost. Any help would be greatly appreciated.   21. Did you ever fix the car window crash? Cuz I would like to download, but that would irritate the hell out of me if the game crashed.. It's aready bad with the cars I have now >_<
