All of the pictures I could find of 1988-1991 LAPD Crown Victorias show a different front bumper. Maybe they changed the bumper during those two years. The wheels on the pictures also look different from the wheels your car currently has. I think the dogdishes from your 1996 Crown Victoria are a better match.
