The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

You still need to add it to Windows Defender though.
Open regedit with Windows key + R -> regedit; Locate to: HKEY_LOCAL_MACHINE -> SOFTWARE -> Wow6432Node -> Rockstar Games -> Grand Theft Auto V
Then, double click InstallFolder.
Show me what "InstallFolder" says.

That sounds like your FireWall. You need to go to Windows Defender. 

Go to your Defender Security Settings -> Antivirus & Threat -> Settings -> Scroll Down -> Exclusions -> Add your GTAV folder.

Tried it and it didn't work. I restarted my PC and it worked, but I left the game and tried again and did not work. I guess it's something and as long as it works after a start up I have no complaints. I thank you for your time and support!

Check your App list in Windows Settings and make sure no other Antivirus is running in the background!

I believe ya. If it's not registry related, it's Antivirus related. You should also check Defender's Scan. Real-time scan can pick it up sometimes.

Other than that: Windows Updates, sometimes.

Does anyone have a solution for this problem? I have the same issue. Antivirus isn't active (Windows defender) and I reinstalled the game.

 

Edit: and I added it to the firewall

The lads over at RPH Discord are swearing up and down I have an anti virus that is preventing RPH from launching, but I don't have one. I've been playing LSPDFR since the .3 days without any problems and then Rockstar rolls out the new Social Club and I can't get RPH to work in a few months.

And it gives you the insufficient perms error right? If so, that means that something is blocking it. I believe we already tried this, but run GTA 5 as Admin and then launch RPH. If that doesnt work, do the same thing with GTA 5 but then run RPH with admin. We just gotta find a way to bypass that.

Usually because the only things blocking RPH are permissions or your Antivirus. 
If you are sure you have you Antivirus deleted and Windows Defender has its exceptions / exclusions done, it has to be a registry / permission issue.

I deleted the game a few days ago when everything updated. I then redownloaded the game and just installed RPH and still am getting the same message. There for a while it would work just fine right after a restart, but now not at all. I tried messing with the permissions, too.

@KaneJr I've been having the same issue, but I finally got it to work!!!! On top of @A Stranger suggestion with adding the program your exception list, try this as well: 

 

  1. Open your main GTA V directory 
  2. Right click the GTA 5 exe, and click properties
  3.  Go to the compatibility tab 
  4.  Check "Run as an administrator"
  5.  Do the same with the RPH exe

This worked for me, I hope this helps

I deleted GTA and redownloaded. I tried what @BadBrad134 suggested. If I give GTA5.exe admin perms I get this game error message that I attached, but when I don't give it admin perms GTA will run just fine. And that is by running RPH as admin. I also don't have a crash log as i just reinstalled.
