The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Have you tried verifying your files?  

 

Have you also verified that no instance of GTA V is running in task manager?

Try going into Task Manager and force ending Steam Client Bootstrapper task, and any GTA 5 processes as well. Load up Steam again, verify the game files, and then try to launch.

Every time I launch GTA 5 with steam it is taking me to the new rockstar launcher but it is saying in steam that GTA 5 is running when it is not, I tried going to the task manager but it did not help

hey. i had the same problem. Task-Manager didnt help.

Download the rockstar launcher seperat on the official website and install this. it should be work :)
