My personal opinion on the matter is if the plugin or mod was made entirely of AI its shouldn't be on the website like said before by one of the staff members most if not all the mods made completely with AI don't do what they say they do and are broken/unplayable I know I'm not the only one who thinks AI shouldn't be used period mod developers spend months if not years learning how to code and then spend weeks if not months writing the code and testing the mod to see if it even functions in my opinion the use of AI is an insult to mod developers who spend countless hours making mods. However AI can do great things but it is no where near being able to read and write code for a mod nor should it ever be used to do such a thing.

I am not 100% sure this will solve your issue as this portion, as far as I know, fixes a conflict between the ELS asi and reshade, though I am not sure what the issue was between the two. 
 
Anyways, in the main game directory, find the file named dxgi.dll and rename it to d3d12.dll

Thanks for sending your log.  I do see a few other issues...
 
Here is one:
[4/30/2023 8:07:24 PM.900] Plugin at path "C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\Plugins\LSPD First Response.dll" states that it prefers only a single instance of it to be running at a time.
 
It seems like the LSPDFR plugin is trying to run more than one instance.  In some cases this can cause a fatal crash.
 
Second issue:

Have you installed any weapon packs/mods?
 
 
Also, the very last line in the log says:
[4/30/2023 8:13:01 PM.891] Invalid call to console command "CleanUp": Parameter "pluginFileName" of console command "CleanUp" is not optional, but no argument was specified.
 
This command says is is required to run but theres no argument.  Meaning, there is no output or data to run the command.  Any new mods you've installed recently?  What about callouts?

Try this….  
 
Open Rockstar games launcher. Type in your login credentials and check the two boxes below the password field.  Login. Then close the launcher completely. Check your system tray to ensure it isn’t running in the background. 
 
Next, hold SHIFT and run RPH. 
 
Click on plugins and uncheck all plugins except LSPDFR, then click save and launch. 
 
Post your results. Also let me know if you get the crash window for RPH.

Is your F drive external or internal?  If it's external, is it connected and being detected by your computer?

Since you say you only have "DisableCustomLoadingScreen-Disable CustomLoadingScreen is specified twice, please remove one" ticked, I would go into the .ini file and get the extra line removed.
 
After that, try launching GTA V first via Steam.  Once your loaded into story mode, press ALT+TAB and then launch RHP.  It should hook the game instance.  ALT+TAB back to the game window.  If LSPDFR isn't already attempting to launch.  Open the console window (F4 by default) and type 'LoadPlugin LSPD' then press tab and it will auto-fill the rest of the line.  
 
You should be good to go.  🙂  Please let me know if this has worked for you.

Just realized I had insalled the whole vehicle file instead of the actual vehicle.   Game works fine now.  Thanks! 

I have found the probleme, i have forget to make an action on open IV for make a copy in this files

nvm, with the new ScriptHookV, I don't need that file anymore, Thank you
