A few questions...

First off I am new here and I am not 100% sure whether this is in the right section.

I just have a few questions to ask about lcpdfr:

1.) Will the steam version of gta IV work (I am downloading atm and it will also have eflc) with this or any mod?

2.) Do I need to complete the game before I can use the mod? If not will it affect my game progress or the ability to complete the game?

2. No you can use the mod after the very first mission

No you still won't have access to the full island when the mod is on. You only get access to the full island upon completing the game.

yeah but you can also unlock the map by using simple native trainer

Not sure if it still does, but LCPDFR did trigger the island unlock once, so starting the mod should unlock them for you.

LCPD:FR RC2 is the latest and best for features, LCPD:FR 0.91 is best for performance, and yes both 0.95 and 0.91 unlock all the island's once you go on-duty.

I tried on LCPDFR 0.95 RC2 with a fresh saved game tried starting the mod and all islands except the on you start in are still locked. I guess it must of been taken out. But if you do get the trainer like everyone else said then you can unlock them early.
