New PC

I am getting a new PC soon (God willing), and I am not sure if I will be able to run IV or V. Specs:

8GB RAM

Intel core i7 @3.4Ghz

500HDD

GTX 560/570/580 1.5 GB

21'' Screen Monitor

That's all the info I have. Just tell me if I can run IV on very high?

If so, can I run Noelux ENB too?

I'm not sure about Neolux's ENB on Very High, but the game itself, yes. Well, on High at least. I run it on high and I have the same specs except the graphics card. I gotta 550ti 1GB.

Depends on the time. At night? 30-50. Day? 25-40. If you plan on recording on very high with Neolux's graphics mod, your FPS is going to be very low.

Hmm... What if I put the view distance on 30? Will this help improving my FPS?

And it seems Neolux ENB needs the NASA computer. Do you recommend any other ENB or timecyc which improve ELS lightning?

All ENB mods require a good computer if you're going to run the game at high and record. There's lighting mods specifically for ELS lights such as the radiance mod on gtapolicemods.com

You would be able to run the game with ENB on high. You could also increase performance by overclocking your graphics card. The 560 Ti (1.5GB) is a significant jump from the 550 Ti, GTA IV is very demanding of VRAM. Please tell us which i7 processor you are planning to purchase.
