Try just:

-norestriction

-nomemrestrict

-percentvidmem 100

in the command line.

That's what I use and I only have 3gb of RAM and 1gb of VRAM and it works fine.

Also try tweaking the slider bars for view distance, detail distance, and vehicle density.
