Aight so i tried to google this and it seems like everything i found was from 2010 and nothing dealt with the current patch. I also tried to search here and it came back with no topics. So, is there a commandline tweak to make lag spikes or dropping frames, which ever may be the case, go away? I believe i have enough computer power to run this game smoothly since i can run games like train simulator just fine.

edit: aight so it seems like turning off vsync cut down on the lag spikes. dont know what that is but it helped. so it happens less often now. just had a chase involving 8 other units and no lag happened. any other tweaks to cut down on it?

GTA 4 is very demanding (and poorly optimized) game and your "graphic card" is simply too weak to handle it. If you have desktop computer, I recommend you to buy new, good graphic card. If you have a laptop, then you can't do anything about it. Also, commandlines work differently on every computer. You can run the game without any lags but with minimal settings. Also, can you post exact name of your CPU? Many, many of them have four cores...

As above consider overheating. I didn't think that would make any difference at all but I was suffering from crazy textures disappearing constantly (roads, buildings sometimes everything bar cars would disappear) and the odd bit of lag also. This was happening whilst my PC was sat against a surface with the side vent covered. I decided to try moving it so the vent would no longer be blocked and, just like magic (really), textures stopped disappearing and the lag stopped completely.

ah overheating ok. i think i can solve that a little with this fan that can go underneath it. its a toshiba satellite p755. yep i'm stuck with this card lol. thanks for the answers guys!

Yea, you can put a fan under it....or you can make a laptop Air conditioner! lol Just need to add some ice after its done and bam..you get a 20-25 degree cooler laptop!

Actually..that's just my desk at home...about 9 times more messy than seen here...and yes..that is a 2 way radio on the right on the desk next to my uplula magazine loader for my handgun
