I think It's a callout thats out of date I'm not sure, its not even pulling up a crash log.

What does it say when it crashes? Also, is it the game that crashes or LSPDFR?

well, for me it first says the game has crashed then Rockstar support link follows. Ragelog follows 

RagePluginHook.log

You need to update your update.rpf file. 
Start openIV and it will show a green notification bar saying your update.rpf is out of date. 
Press Copy to update it.
