As of right now im using timecycle but was wondering if there was a better ENB that causes no conflict and doesn't mess with FPS, could someone share some of there results that works great for you or any suggestions?

All ENBs lower FPS (in my case, by approx. 5-10). There are some ENBs for patch 1.0.7.0 (all of those for the 1.0.7.0 don't conflict with LCPDFR, if that's what you mean).

Even the people that say ENB's "for low end PC's" are of it.

With Timecycle im running about 55- 60 FPS and about 40 while recording my system is win 7 64 bit, CPU INTEL I7 3770k @ 3.50 ghz 8 gigs of ram and a GTX 560 2GB video card.

Well I guess timecyc looks good but maybe i'm just getting bored with the same old 20 vehicle pool traffic flow loads always the same vehicles to pull over ect..... But takes alot of time to search and find vehicles to replace, somewhere on a video I seen at least all of the vehicles I have that pool in my game also they had big rigs ect..... but couldn't get 2 traffic flows to work properly is there a way to have all cars in game spawn?

I figure i should chime in on this topic. :-) I am running a quad core 8300 2.5ghz gateway with 6gb of ram. Windows 7 professional with a Nvidia 430 GT which i think is 2gb. I am always on the hunt for a really good ENB that doesnt drop frame rates or that messes with LCPDFR. So far i found Aztec's Unlimited Graphics V3 ENB! It looks FANTASTIC! Also i should note that I have my screen resolution set at 1024x768 and shaders are set to low. along with textures and such. My game is liquid smooth and i never crash! Cars are glossy and things look almost as good as real life. I have not found a better ENB that works with my 1.07 verson of the game.

I just noticed he released a version 4. Guess i will be downloading that and putting that in tonight to see if it works. It is a video of me walking around one of my moded squad cars in game. That video is with all the settings i told you about and i used Icon's non els corona mod too!
