Does it say something like "LPSDFR successful loaded" when u load the game? 
If it does say it then I suggest to open the console by F4 and typing "ForceDuty" (without quotes)

Do you see the police badges on your minimap?

If not you need to load the plugin. Ingame Press F4 and type Loadplugin LSPD First Response
