    @LeyDown When GTA is installed try verifying the integrity of game cache on steam to get rid of sirens and cars etc and go to psykoteky's comment on this link: https://steamcommunity.com/app/271590/discussions/0/133258593395365102/ to manually delete everything from your folder so you start clean. Ofcourse you could try to find an easier way first but the deleting folder method always worked for me but doesn't for you so i can't help you further
