The abandoned vehicle cleanup mod makes gangs steal cars off the street and carjack people. Occasional gun fights with the police too.

There's also the criminal acts mod too....except the criminals steal your vehicle when you're parked for like 5 minutes. They also rob you of your money. Here's the link to it: http://www.gtagarage.com/mods/show.php?id=15964

Yeah I wouldn't recommend the criminal acts mod. They interfere with you on traffic stops and frisks.
