The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I thought the topic has been mentioned before but after flipping through 30 pages here I decided it was time to start a thread. Please point me in the right direction if you know where another thread for this topic is.

I have just reinstalled LSPDFR and upon adding ELS I have discovered that if the headlights are on and Lighting Stage 3 is activated, the car's high beams go on. Is there a way to fix there? I have tried reinstalling the game and reinstalling ELS and all ELS XML files as well as the vehicles. Please help.

I had the same thing, fixed it right up.

Man I don't remember, when I posted that 2 and a half years ago, I remember I had just had the same issue so I knew right away how to fix it and what numbers to put... 
I know you have to open the carvariation.meta that you have your cop cars in. And then change the Lightsetting option until you find the one that fixes it.
I added all my modified vehicles to the carvariation.meta in the gunrunning patch folder, and they all have <lightSettings value="1" /> and I haven't had the issue since.
