Couple different suggestions here:
 
For the vehicles not pulling over, try changing this setting (ElsTrafCtrlOn) in your ELS.ini to false.
 
Next, for the backup vehicles, do you have plugins such as Ultimate Backup installed? You may can mess with the .ini in that to force units to have lights and sirens on when requested.

Update: Seems like I found a fix!
 
Went ahead and changed Main.PreloadAllModels to false and I am not longer crashing.

I reinstalled lspdfr and................................................IT WORKED thanks for the help guys( i will be willing to help people in the future!)

I do not think the issue is from his mods folder. Usually if that was the case the game would always crash on startup. Glad you are trying to help though! People will appreciate it
 
In regards to this log LSPDFR never crashed but the game did. Out of date plugins could cause system instability and cause this. Try the following:
Updating Regular Callouts Removing Traffic Policer and Assorted Callouts Let me know if it makes a difference!
 

Just a clarification that PeterUCallouts is not outdated. 
 
If your game runs with mods folder, try the above suggestion, it could be one of the plugins you installed. 

PeterUCallouts has just received an update! But yes Assorted Callouts like I mentioned above is out of date

Man I don't remember, when I posted that 2 and a half years ago, I remember I had just had the same issue so I knew right away how to fix it and what numbers to put... 
I know you have to open the carvariation.meta that you have your cop cars in. And then change the Lightsetting option until you find the one that fixes it.
I added all my modified vehicles to the carvariation.meta in the gunrunning patch folder, and they all have <lightSettings value="1" /> and I haven't had the issue since.

That may be the issue here.
 
Can you link the pack? 

Did you install carcols and carvar correctly?
I know carcols can be a mess sometimes. 
 
Also; if they are FiveM cars you may run into some serious issues.
While you can use FiveM cars for LSPDFR/Singleplayer, it's a lot hard to get them running since they are not a dlcpack folder, but are treated as one.

Are they add-ons?
