ELS V and Carcol is vanilla to chocolate, really. They're both sweet. They're both delicious. They're both the same. But they're not. One's chocolate, and one's vanilla. Is that all there is to it? One tastes better. No it doesn't. Yes it does. How do you decide which one everyone likes more? How *can* you decide?
 
Yes, you can re-create some of the patterns you see with carcol, but that's it. With 32 bit binary, you can't go so far with it. You run into a wall. ELS V breaks down that wall, and you can run further and smell the roses along the way.

About to upload my file now, but it's under #emissive bits, for those who want their own.

But I will try to get one that doesn't have his mods in it.

Hi. Are you using the visualsettings.dat provided in ELS v8.5?
You can try and do this:
Go to your GTA IV Directory > Common > Data > Scroll down to VisualSettings.dat and Open it using NotePad > Scroll down to " car.defaultlight.emissive.on " > And try and change that number to, lets say 45? Depending on how you want your lights!

No issues with your logs...
I had the issue before and it was because of a modded siren and I forgot to rebuild.
