The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I cannot speak to anything regarding your logs. Yet one thing that helped me all but eliminate Computer Plus related crashes was disabling my ELS lights before I enter the computer system, with its pause function enables. I have a fairly beastly computer and I'm not completely sure what the cause of the crash is but again, turning off my emergency lights in the midst of a traffic stop or whatever before I enter the Computer Plus system all but eliminated crashes related to this for me. 

I just happened to be stalking the forums and I was having the same issue. Had about half an hour to test that out and it seemed to work, though I only was able to try it on 3 peds and 2 vehicles with one citation, but no crash!
