Does anyone know if there is or where I can find a "Master Street Name" list preferably in .csv format?

I don't think there is one, however you could make one yourself, though it would take a while.

In x64/audio/sfx/POLICE_SCANNER you'll find a file called 01_streets.awc, which contains an audio clip for each street that the police dispatcher uses.

 

Actually, I found a mod which allegedly adds 99% of all streets to the LSPDFR police scanner, and those files all have the street names in the file names, which should make it easier to list all of them.

From that, you can pretty easily copy/paste into your program of choice.
