OK SO I FINALLY FIXED EVERYTHING!!!
 
I came upon another thread someone had a similar issue and the fix was...
 
In the  Rockstar Games/Grand Theft Auto V/... folder, find the RagePluginHook.exe file (which already had "Run As Admin" status).
 
I then right clicked on the file then clicked on the "Security" tab at the top, then I clicked on "Edit" to change permissions and checked the "Allow" box for "Full Control" pressed apply>ok then restarted game.
 
For me, this was the fix!

FiveM and LSPDFR aren't compatible. You will probably need a seperate install.

I think you need a Vanilla install unfortunately. 

Do you mean like an actual siren controller hardware (pictured below) that could be modified to use to control to ELS functions inside the game?
 
 

Those recommendations came out long before Windows 10.  Windows 10 is probably the best stability wise for GTA V.  (once you disable the creator update)

@CRASH56 It should run great on your computer on Ultra.

In fact, I can make some CVPIs for you (or, if you're willing to wait, an entire pack), but the cars will have Riverside PD, Newport Beach and Costa Mesa. Let me know what you think.
