You need to update your mods folder, that is what happens.

Just keep some car packs already in your downloads, also re-install visual lighting files like Radiance V.

Yead had to add it to new mods folder, still need to reinstall radiance v.

Gotta copy the update.rpf from your install folder... Usually located \Program Files\Rockstar Games\Grand Theft Auto V\update to your mods folder. If you don't have a mods folder than something else is wrong, if you do have a mods folder and have not done this... it may be the issue.
