please help i cant get past this error

i have everything nessessary for it to install and i have read only turned off and i have ran as administratior but no luck i still recieve this error message and can not figure out how to resolve the issue. any help would greatly be apprechiated

Is your game up to date with the latest patch?

yes i have everything up to date. even when i run diagnostics download on it, it begins working then crashes.

i still cannot install lcpdfr 0.95 even when i do follow all the instructions on youtube videos and on instructions here on the website. it will not download due to this bug

are you running both the diagnostic and the installer as admin?

i dont think i have ran the diagnostic as admin but i cant it wont let me when i right click on it. but i have ran the installer as admin. so yes and no

Head to

Grand Theft Auto IV/Common/ 

and right click the folder named "Data", untick read-only and then click "apply" and then "ok", then run the installer as an admin.

Turns out I had GTAIV.exe running in the bockground while I was trying to install LCPDFR .95. For Windows 7 right click on your taskbar and click "Start Task Manager" go to the "processes" and check and see if "GTAIV.exe" is running, if it is click on it then hit "End Process"

I know this sounds really stupid but it worked for me:

Turns out I had GTAIV.exe running in the bockground while I was trying to install LCPDFR .95. For Windows 7 right click on your taskbar and click "Start Task Manager" go to the "processes" and check and see if "GTAIV.exe" is running, if it is click on it then hit "End Process"
