You need a better CPU to run the Game, a single core is not enough for the game.

You are having a problem there, it has to be with insuficients specs for the game.

Can you give a detailed information ?

Graphic card !? Perhaps....

Also, having more mods like traffic flow, vehicles, etc consume more memory and therefore

you are left with no resources...

Ok before I even say any thing you need to listen to what people say when they are trying to help you.

1.) YOUR PROCESSOR IS A PIECE OF CRAP Its not a but or if, its a PIECE OF CRAP

2.) You need to list your graphics card there is a very easy way to find this out.

Start -> Run -> type dxdiag

3.) Click on display and you will see it listed right next to NAME will look like this.

Name: NVIDIA Geforce gtx 560 TI ( thats my graphics card more than likely yours will be something different.)

Once you tell us your graphics card than we can tell you what to do from there more than likely you will have to upgrade....

By the way reinstalling the game won't do any thing if your computer cant handle GTA...

This .rar was found suspicious and according to VirusTotal found two possible Viruses, as well as the fact, it includes 1911.dll, which is a crack, care to explain why you felt the need to link this type of material?

I Do not know why it would have any viruses i use it my self and several other members of the GTA RCMP clan use it non have had any sort of virus.... as for the 1911 it's an old fix that i have made i was unaware that the 1911 was still in there although the 1911 file shouldn't be activated without the correct batch file witch is not included....

I can re upload a new a City bug fix hopefully without any sort of crack. also i believe that if there is any sort of virus it would be the 1911 and nothing else.

That won't help him if he has a computer that can't run GTA 4 have you seen his CPU?
