Why can't others work on ELS audio strings?

Currently, as we know, there are only four audio strings available for ELS:  VEHICLES_HORNS_SIREN_1 and 2, and V..._H..._POLICE_WARNING and AMUBLANCE_WARNING.

 

My assumption is that these strings are hashed by some proprietary algorithm to produce the siren hash.  Of course, I could be wrong, since POLICE_WARNING and AMBULANCE_WARNING are not hashes.

 

In any case:  It would obviously be great if we knew more strings so we could use more different sirens with our ELS vehicles.  It doesn't seem like (and I hope I'm wrong) Lt. Caine plans to update ELS any time soon, so is there any possible way the community can work on cracking these codes?  What exactly is involved in doing this?

ELS is coded in a way that only those sirens will work. It would have to be updated to include the other sirens. To be honest, I'm not sure why all of them were not included in the original release. The names of the audio files have been known for a long time.

It's a damn shame.  Lt Caine should open source ELS if he won't update it.  Can anybody get in touch with him?
