So it only started happening once I installed certain vehicles, Ill just have to troubleshoot a little and I think that I could resolve it.

What vehicles are they?  I've tried several different packs and never had this issue with the traffic stop callout.

It started happening when I installed some vehicles

All of those should work just fine.     You're using a mods folder, right?

Yep and the vehicles work fine

all of my custom vehicles are in GTA5/mods/update/x64/dlcpacks/patchday11ng/dlc.rpf/x64/levels/gta5/vehicles.rpf

The only thing I can think of is that it's an issue with Assorted Callouts.  Doesn't make sense why modded vehicle would cause a problem.

I can deal with it, its just 1 callout out of the tons that I've installed so its fine.

Hmmm.
I recommend putting them in Patchday15ng. Using the latest Patchday overwrites the others and has a 100% chance of working. :)
You could also try Albo's DLC Pack, which is even better because when you update your game or something gets messed up, you only need to work inside the DLC, not edit any original .meta files.
