Unfortunately, because you're not providing any information except it doesn't work, all we can do is recommend a few things.

 

1) Check your anti-virus and firewall, make sure GTA is set as an exception.

 

2) Follow the install tutorial thoroughly.

Make sure to add your GTAV folder to your Antivirus exceptions and install https://www.microsoft.com/en-us/download/details.aspx?id=52685

You are realy omg I delete my anti but it not work . I dowland  all but it no work . are yo have turkish admin

 

You shouldn't delete it, you should add it to Exceptions. That is very important.

If you want your game to work you should do what people tell you. :/
if you installed the links Kallus Rourke and I sent, and added your GTAV folder to Antivirus exceptions, it should work. But you have to do it.

You probably do. Search for "Windows Defender" in your Searchbar.

Enable it, make sure you don't have any other Antivirus installed. 

Once that is done, add your GTAV folder under Windows Defender Settings to Exceptions.
