You can't really order them to.  When you're arresting a suspect, other AI cops will have their guns drawn and provide backup.  In situations such as shootouts, the AI should automatically exchange fire.

They won't, they're not your bodyguards.

They will only attack a suspect when he's evading arrest or attacking them/you.

But when i played in GTA 4 LCPDFR, "E (whilst aiming at a ped with a firearm) - Perform gunpoint arrest"! Why i cant here too? Maybe  any mods here?

You can aim at them with a firearm and press E, only you're the one that will arrest them.  In some situations the AI will arrest a suspect on their own, but you cannot command them to arrest someone for you.

When i two press "E" in GTA 4, police attack suspect, but in GTA 5 they didnt that((

Yes, because they are different games and play differently.  Commanding cops to attack someone isn't a feature in LSPDFR.

This is the closets you're going to get. You can target any ped or vehicle and with a keypress start a pursuit of said suspect/vehicle. The AI will chase like a standard pursuit. Make the button you use to target a big one (like shift or something) because it's difficult to use the controller and target.
