I have the SC version of GTA V, and I have a 2nd instal of GTA. (copied it once, did not work the way I hoped it to work) Would it be possible that I could use that 2nd instal of GTA to mod? (Custom vehicles, peds, etc.) If so, how would I do this?

Yes. You can have two directories for SP and modding. You just need to rename the folder Grand Theft Auto V when you want to use it for example:

 

Want to use the modded? change the directory so:

 

-vanilla - "Grand Theft Auto V vanilla"

- modded - Grand Theft Auto V"

 

Want to play Vanilla/Online? change the directory name so:

 

-vanilla - "Grand Theft Auto V"

modded - "Grand Theft Auto V Modded"

Tfw you'd like to do this but also preserve precious SSD space. :sad:
