I figured, but wanted to make sure.  In your main GTA V directory, open Commandline.txt.  If there's anything written in it, delete it, save, and try again.

I deleted it but it still doesn't work -.-

You told me you haven't added anything to your game recently except LSPDFR.  According to your log, you have several callout packs installed.  Which one is the most recent you added?

This is now really strange, because I have the Mod simply installed without any plugin, but now I just notice that because the Police Scanner plugin is installed. So Police scanner is the only one I believe.

Police Scanner is one of the folders that come with the LSPDFR download.  That folder is what lets you hear the dispatcher and other dispatch audio.

 

Where is RageNativeUI located in your directory?

What is the RageNativeUI.XML? just a log?

I don't know. I just downloaded this an put it into my gta folder

Uninstall Rage and LSPDFR completely, then do a reinstall of them.

 

I have done this many times but I try again.

I have reinstalled it but it still does not work..

Open the command line again. Is there anything in it?  Your log is still indicating DirectX is still disabled via commandline.
