Open RagePluginHook.  When the logo appears, click the gear icon in the lower left.  From here, go to advanced settings.  Is anything checked?

I'm not 100% sure what the issue is, as  this onscreenwarning issue seems to be new.

 

However, it seems GTA was unable to initiate DirectX, and the fall back method failed.

 

Try to install DirectX from here - https://www.microsoft.com/en-us/download/details.aspx?id=35

Unfortunately, we'll just have to wait for someone else.  I don't know enough about the onscreenwarning to know what causes it.
