As we all know, the stupida$$ AI could have a road the size of an ocean and couldn't figure out how to get around one damn stationary cruiser. Is there a script or plugin that improves this?

Oops, sorry. Unfortunately I don't know of a script either, but if you are using Albo's Traffic Policer you can place down cones and if you place them in the correct pattern the AI will often go around. You just have to place it in a half-V that closes off your lane:

I'm sure you could even place one cone on the back left of your cruiser instead of having to place several. Once you place one cone, you can quick-place more with CTRL+J, though.
