It's forbidden for anyone other than the author to upload a model they don't own. Therefore, as long as the author doesn't put it back online, you'll have to deal without this vehicle.

This isn't an ELS version. SFPD Officer isn't editing this car at all to make it ELS compatible. I doubt he even knows how.

 

What he's doing is taking a generic ELS VCF, changing the settings so it doesn't utilize the extras, and is renaming the file to that of this model.  It will work with ELS, but it has ZERO ELS functions (such as light patterns).  Anyone can do what this dude is. 

 

I don't know what he claims to be "editing", but I highly doubt he's doing any actual work on the car.  Even if he is, he still needs the author's permission to reupload- which he won't get.

I've just checked you are correct.

i changed the els colour to all blue and changed the glass textures to all blue, then configured the els file to all blue and it is still flashing red and blue.

So you are correct. It's not els.
