Well, I know it's not helpful, but there's a website called, Britishpolicemods.com but their download section has been down for a few months, dunno whether it'll be on or not, but meh. Also, if you head over to GTA4-Mods.com and search British uniform you should be able to find some. Just search on google, any gta iv mod site and GPM.

Could try your hand at texturing? that way your getting what you want, but it just look's like my RCMP Uniform with a strip on the back and no arm patches.
