The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I just downloaded a different siren mod and pistol sound mod. I followed there steps on how to install, but every time I launch my game the files get verified and the audio files are replaced. I tried running my game with social club offline but Rage Hook didn't like that.

To install the siren:

 

x64>audio>resident

 

drag the vehicle.awc (can't remember the file type) you've just downloaded, into that vehicle file to place the current one.

You have to export in openformats the vehicle.awc. To do that right click and select export opem formats

then drag the siren files from your download inside the folder that just got exported. Next to the folder there will be a file called vehicle.oac

go to open iv right click in a open space and select imports open formats. Find the vehicle.oac and import it then you should be good to go.

 Some come with a oac so just import that oac

I did just like that and when GTA 5 launches, it verifys my files and downloads the default file that I replaced.

I don't have GTA 5 on steam. I was a scrub when the game came out on got it on disc.

if you're running the disc version then you're "redownloading" issue is Rockstars anti-modding steps. You will need to create a mods folder. Only the Steam version will allow you to mod outside a mods folder without issues.

 

once you have a mods folder, the issue of downloading original files will be fixed

I do use a mods folder, would I need to create a audio folder with the correct files in there for it to work?

then you're not installing them to your mods folder, as your issue only happens if you mod files outside of the mods folder 

 

If you plan on modding a certain file then the entire thing needs to be in your mods folder (example if you want to mod something in x64e then the x64e file needs to be in your mods folder)
