The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I had this problem too. First, make sure you do not have the PluginManager plugin installed, if you do remove it.

Second, to activate PoliceSmartRadio for the first time you must go to a police station to go on duty, once you are on duty the radio will initialize. Once it is initialized it will unload set you off-duty again. You then need to to a ForceDuty command from your RPH console.

 

I recommend you watch the tutorial that @Albo1125 posted on his mod. That's how I was able to get it to work eventually.
