Skins for what in-game vehicle? GTA only has like 2 modded firetrucks that aren't stock, non of which are matching what you want.

Anything else and you will either have to make it yourself ( hard to do assuming you do not know nor have a modeling program) or find someone else to make the models for you (even harder considering they would have to find the unlocked DEV model, assuming there even is one to begin with, and add all of the things your apparatus has in the photos, and if there is no DEV model, they would have to make one from scratch.) There is a very unlikely chance that you will get one if the latter is the result. Not trying to be mean or anything, unfortunately there are not nearly as many FD/EMS modelers/ creators out there as there are PD/SD/HP-SP modelers. 

Now if you could settle for skins for some of the models above I could help you out but otherwise I can't be of service to you.
