Unfortunately no. I don't exactly have the budget to purchase it, otherwise I totally would. Is it possible for someone to make their own model?

You gravely underestimate the amount of time it takes to scratch model something. Maybe you will get lucky and someone will decide to pay $75 out-of-pocket to buy a model and then spend hours converting it. But it's unlikely. 

dont forget the amount of time to poly crunch it down

That... that's... that's not how that works... You would literally light your computer on fire to such an extent that your entire country would be an extra black piece of burnt bacon.

Get the unsmoothed model from humster and delete all the lights, then fill the holes where the lights where and texture them. Ends up being around 50/70k polys.

I'm going to be honest here,not everyone has the time or money to sit down for a few days straight to poly crunch, texture, model and fit an interior, convert, create proper LODs, and poly fill a load of dumpster models, much less pay for them all.  Of course if you want to pay for them and do all that work, then by all means be my guest.

Guys, he is just requesting this model to be in-game. He doesn't have to buy it, he is simply letting others know that he would like it.
