is it just on this one model? or multiple? if its just the one....i suspect a model or texture issue if its others.....i have no idea

Every car I have tried to add has done this tried different vehicle spots I.e police ,sheriff  everything works lol just the skins are all over the place 

that is really odd.... are all the cars you have form the same pack or various peoples?

Obviously, these cars work for the authors of the vehicles, they wouldn't release a broken file, after all.
If you move your current mods folder to the Desktop or somewhere else, then, make a new mods folder in the game folder and add JUST that one mod in there. Does it work if you do that?

From various people I am new to this so still learning yeah a know the work as watched a lot on you tube so a do it right and this is the result lol will delete mod folder and start again ? 

Don't delete anything. Move the mods folder to the Desktop or anywhere else, then remake the mods folder.

Can you not start from the start or does the existing mod folder have stay in the desk top ? Thanks for your help fello gamers :) 

Do the new mods folder from scratch. At some point, you must have screwed up or there's some old mod files from a different car mod.

Find the problem was using 7zip and changed to winrar and problems solved folks thanks for your help
