So, before I upgraded my GPU, I ran GTA V on medium settings getting 30FPS, but since I upgraded to a GTX 1070 Gaming X, my HDD + CPU have been spiking together when playing GTA V. It didn't do this when I first got it however, I could run the game full ultra settings without problem (a few months ago). This causes the game to freeze repeatedly, making it unplayable. I was wondering what I need to upgrade or replace to help it run better?

Processor
Intel(R) Core(TM) i5-4460 CPU @ 3.20GHz
 
Video Card
NVIDIA GeForce GTX 1070 Gaming X
 
Video Card #2
Intel(R) HD Graphics 4600
 
RAM
8.0 GB
 
Operating System
Microsoft Windows 10 (build 14393), 64-bit
 
All parts of my PC, other than my GPU are around 1 year and a half old.

Try updating your drivers, the same thing happened to me a while back and that was the issue.

They're all up to date.

Edit: I just searched it and the i5 4460 wont bottle neck the 1070 (source:tomshardwar)

it means your cpu is throttling to keep heat low

At slower speed, the CPU chip generates less heat, and the fan, which is typically the noisiest component in a computer, can be made to run slower." its a pain when one wants to use high end gfx cards and lower gpus, I run an i5 6600 and an gtx 960 or 970 and i dont see a major issue

thats just my 2 cents on it given you are using an older processor with a newer GPU

so you are gonna have to reduce some of your settings
