I'm not from the US as I assume you are, so excuse me for not knowing; but is this local where you live? Where I'm from it is strictly illegal to tab into police/fire/EMS channels.

It's legal, provided we do not transmit on their channels unless authorized.....there are some counties that disallow scanners completely...on the latest system from motorola..p25 phase 2, it is highly illegal to tap into that as the encrypted channels are protected and hacking a key is well....hacking

Well I sold the Orion, to get something a little newer.. found this CDM1250 for a steal so I picked it up.
