The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Is the new lspdfr only work for the new version?

Everything right now is down do to the new update released by rockstar. Now until than you can play it without rage if you please but unless you have a backed up version, playing with rage will not be possible. Hope that helps.
