The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I am not going to take the time to post a screenshot of the spot, but my favorite spot is in Paleto Bay, sitting in the gas station/LS customs parking lot watching the traffic light. I like this spot because when people take the right turn off from the highway they are usually flying and sometimes are going so fast that they spin out of control and hit the gate or oncoming cars - it's hilarious lol.

    Hmm one of my favorites is right next to the intersection to go on the road next to Chumash, Banham Canyon it is called "Ineseno Road" and it is really near to Great Ocean Highway it may not be the best spot but I love it      ; )
