The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Hey. My settings of Rage Plugin Hook is that every time I open it up, it automatically re-loads all my plugins at the startup. Is it better to not do it and just do it with the commandline (F4 and there load all plugins myself)? Does it make any difference?

RPH has a bug where sometimes when loading the plugins on startup, all plugins fail to load/crash instantly if you alt-tab while loading the game.

Other than that, it doesn't really make a difference.
