There aren't any because you haven't made them yet.

I presume because there's a lack of Asian modellers in the GTA police community*, and/or there isn't much demand for Asian vehicles.

*You'll usually find modellers usually create vehicles related to their area/country. UK vehicles are often created by British users, US vehicles created by Americans, etc.

Best bet would be to

A) Learn Zmodeler

B) Pay someone to do it for you

C) Find GTA vehicle mods similar to ones found in Asian countries & create a custom texture.

About that "pay" part...
Paying someone to make mods for you is highly discouraged in this community (and rightly so, if you ask me) and the community mods repeatedly tell people on the forums so.

Modding should never be about money. That's what keeps big modding communities alive, that everybody has access to all content! I do encourage everyone to donate a little money to the creators of their favourite mods and I'm happy that this site supports that philosopy.
There vehicle modders on the forums frequently asking for suggestions, my advice would be to look out for creators of such topics and ask them nicely.

I'm sorry but I completely disagree. It's not highly discouraged, it's simply that few modders actually want to create mods for money. Most prefer to choose what they create based upon what they feel like making. Very few requests get filled. If someone wants to commission a custom mod and both parties are happy, then there is nothing wrong with that. Access to such content is a privilege not a right and unless you're someone who has put the time and dedication into making a mod such as a vehicle or plugin that takes a lot of time and effort then it's not really your place to say what it should or should not be about.

If you were to put time and effort into a mod that you made and then someone came along and tried to dictate where that mod was released, who to, and whether or not you could accept payment, how would you respond?

Well as a matter of fact I am working on a callout mod right now, and have already put about 70 hours of work into it. Me being a perfectionist, I will probably work another 70 until the first release is mostly bug-free. It will have a donate button on the download page and yes, of course I will be happy if someone presses it. What I wouldn't want is that only people who pay for it are able to download and play the mod.
I agree that it is a privilege and should be appreciated as such. I can't bear entitled people in comment sections telling devs how their work sucks or leaving negative reviews because the mod isn't exactly like they expected, but I still believe that everyone should be able to download mods and join constructive discussions on how to make them better.
This is what makes modding communities like this one or nexusmods for example such a nice place to be on the internet. So much for my opinion.

In the end, I think it should be up to the devs to be able to force payment for their mods. I was just pointing out that this site's team repeatedly discouraged paid mods or support in various forum threads (here or here or here or here for example), and that just happens to be my opinion, too.
In the near future, sites that offer paid mods might emerge here and there (what with Valve giving paid mods in the Steam workshop another go), but I hope that this one won't be one of them because I would think it would hurt the community.

You're misunderstanding my point. I wasn't saying "You haven't made a mod therefore your opinion is invalid", I was saying "when you put countless hours into a mod that is purely your work", only you and you alone decides what happens to it. Without getting too deep into it, it's your work and copyrighted to you upon completion. So yes, when you finish your callout mod and then decide whether or not to charge for it, that's your business and no-one else's. I have no place to come along and demand that you can only redistribute your mod for free and neither does anyone else.

And that is a completely acceptable to believe this, but remember that not everyone has to agree with you.

You'll also find that in one of those posts made by staff, it says this: "Please do not offer money on the site, we prefer to keep all transactions off of the site - since we cannot guarantee said transactions." which is not banning outright the sale of mods, simply that it's done off-site. In your first post you cited a completely different reason and have stuck to it throughout. The reason in both the community guidelines and in what staff are enforcing appears to be in attempt to safeguard members and the site from being caught up in scams. Banning sales on the site keeps things a lot easier to manage for the staff. It's not to do with how "mods should be free" as it's not their place to push that agenda either. They are simply staff on one website.
