While it seems I am late to the party in responding again, unless it specifically states in the read me to place into x64e or patchday 3, try to post it to the newest patchday (whichever one is the largest number ie 13, 12, etc). I have found constant success in placing into patchday 9. This one works every time and the only times it does not work is when I have not correctly update the vehicles meta file or the carvariations file.

Put all your vehicle models in patchday9

I don't know exactly, he misplaced a file (possibly a meta or carvar).

 

Try putting your modded car in the very latest patchday. @Mario Ruiz

Presuming you have a mods folder with the update folder in it (containing update.rpf and folder 64x) and 64ex

 

If you edited the update folder outside of the mods folder. The game will forceupdate and revert to the original mods (far as i know) theres what others say. Put all the mods in the latest patchday either being 13. Or do as someone said above, put all in 9. 

What i did was, i put the 64x folder in the mods folder, along with update.rpf in the mods folder. I had the two separated. So i made an update folder in the mods folder. Put the 64x and the update.rpf that i had in mods folder inside the update folder to unseperate them. Launched the game and hey it worked. Though that might not be your issue as it was a stupid user error
